Include all information types in Product.access_policies.

The previous restriction matched ProductSet.getProductPrivacyFilter,
which weirdly implements neither launchpad.View and
launchpad.LimitedView. Specifically, getProductPrivacyFilter required a
policy or artifact grant on the policy matching the project's
information type, while launchpad.View requires any policy grant and
launchpad.LimitedView any artifact grant.

The new getProductPrivacyFilter based on Product.access_policies will
match LimitedView.
