sync-from-usns.py: add support for ignoring description changes
Add support for ignoring USN description changes
in a specific USN/CVe pair, the list being in
meta_lists/ignored-modified-USN-descriptions.txt. Move
reverted-CVEs.txt to the meta_lists/ directory as well and update
tools to make use of that new location.
