Reset matel registry code. Clarify atm_types structure. Fix test.mk

- The matel registry code (matel_registry, register_rfs) has been reset
  to the standard trunk version, as it can be used unchanged.

- Removed pj_mj from main 'species' structure in atm_types, as it was
  not set nor used.  Kept pj_j and jso for the future.

- Fixed the path to the Siesta executable in Tests/test.mk
