squid config: cleanup and fix peering
Remove access log from active configuration to reduce IO and save space.
Remove unnecessary Safe_ports acl.
Remove unused directives for blocked packages.
Remove unused htcp peering from config.
Local IP should be set as 'dst'-type acl, not 'dstdomain', changing this
fixes our squid peering.
