Bug #834657: --slave-info does not work with --no-lock
Moved the call to write_slave_info() out of mysql_lockall() to make
--slave-info work with --no-lock or --incremental when
--safe-slave-backup is also specified.
In addition, an attempt to use --slave-info with --no-lock or
--incremental but without --safe-slave-backup will result in an error.
