Mir users don't need to link against mirprotobuf.
This reverts r2021 which added an explicit link on libmirprotobuf to the client and server pkg-config files. This is unnecessary, and because we (correctly) don't distribute libmirprotobuf.so it causes downstreams to FTBFS. Fixes: https://bugs.launchpad.net/bugs/1388686.
