this is a bunch of things that relate to tinkering with cheap pan/tilt cameras
the camera I have is from Tenvis, there could be others it works with.
The camera has a few CGI files that can be sent commands such as to start and
stop turning left, it doesn't do distances, just instant commands.
camcontrol.py is a file that works with apache mod-python to provide a
simple web service that runs on a server close to the camera (low latency)
it can take y,x coordinates to move by, and will send the start and stop
commands to the camera at the right moment to move the requested distance.
There is another python file which runs in an interpretter and spits out
html to the standard output, which I then edited manually in different ways
This is messy.
