SwitchingBundle: Allow clients to submit buffers at 1Hz, even when no compositing is taking place

Also resolves regressions - LP: #1308843 and LP: #1308844. Fixes: https://bugs.launchpad.net/bugs/1308843, https://bugs.launchpad.net/bugs/1308844.
