[r=andreserl][bug=][author=blake-rouse] Add maas-os-select directive and fix GeneralHandler.osinfo call.
This adds a new maas-os-select directive that allows selection of os and release. This directive will be used on the deploy bulk action and on the node details page. Includes a fix to GeneralHandler.osinfo that was not returning all the required information needed to construct the directive.
