[r=allenap][bug=1550540][author=lamont] Have Sequence remember what it last handed out via next(), and make sure that's initialized.  Update dns test suite to check for the expected SOA for a zone before it actually tests the answer it wants.  Remove extra (incorrect) bumping of the SOA.
