[r=allenap][bug=][author=allenap] The beginnings of an acceptance test suite for packaging.

`make -C acceptance` will build binary packages for the current branch with the latest packaging branch, then install them all into an ephemeral LXC container. This branch is an early seed of an idea; see acceptance/test for a stepping-off point where a proper test suite could take over.
