Merged changes from Lizao Li adding support for Intel compilers, amongst
other things.
Summary of changes:
- Added some dependencies (blas, lapack, mpfr, libxml2, sqlite...) for building FEniCS without root privilege
- Fixed ipython package (the file has been moved to a new address)
- Added package files for compiling Petsc, Trilinos, SuiteSparse, numpy and dolfin with Intel compilers+MKL. This is needed because many clusters has optimized libraries installed.
