Re-add debian/templates, partially reverting 87/88.

debian/po/templates.pot doesn't seem to be used as debconf configuration
variable templates. This was preventing the debian package from being
installed in a new installation, since the configuration variable didn't
exist. So for now we will have to leave the templates in debian/templates.
