sru-release: phase kernels 100% even if updates only
If we phase a set of kernel packages update manager may choose to see
only a subset of a kernel update. This can lead to only packages originating from
say src:linux-signed being installed even though those packages would not normally
be install candidates. This leads us to have a partial kernel installation
and unbootable systems.
Ensure we phase kernels 100% even when dropping into the -updates pocket.
