Reorder our output to group by package first instead of by arch.
When we are retrying thousands of packages, it takes a non-negligible amount
of time to get them all queued one at a time. It is advantageous to order
our output by package instead of by arch, so that the tests for package foo
might be scheduled around the same time and let foo progress through p-m
instead of, say, having all tests for s390x queued and leave the queues for
the other archs empty for a half hour.
