Move the shared modules into a proper package directory instead of
'lib'.  This makes it more consistent with lpltk and other python
modules.  I expect this will break some scripts, which we'll need to
update as we go.

Also, renamed Bugzilla to BugzillaAdapter, to avoid name collision with
the Bugzilla class from bzutils.
