Add filters to the BugTasks object.

A bug can have a variety of different types of tasks, but usually you
care about only a subset of them.  This changeset adds a way to filter
this set three different ways: By distro name, status, and upstream bug
tracker type.

In addition to the usual launchpad statuses, you can also filter by
convenience terms 'open' and 'closed'.

A practical use case of this feature is to get the list of Ubuntu tasks
that are open and can be upstreamed to Bugzilla.
