Update to mesh_netcdf:
1. signifcantly sped up export_geo code with
   compound lines and made some minor improvements
   regarding getting it to work.
2. Added in the script to project steriographic space
   to the sphere.

Notes:
1. compound lines still highly tempermental and rarely
   work with most domains, due to the plane surfaces
   not corrisponding to the shape file
2. still does not work with line Ids
