[FIX] Reverted wrong change on the exception handling of timezone conversions, to avoid regression.
It is unfortyunately needed in stable on Windows to avoid blatant problems whenever the user has
a timezone set. There is a proper fix for this in trunk, that also refactors this whole business of
date conversion.
