Pull charm.Reference and charm.Location out of charm.URL to properly model a
charm location without a resolved series. Leverages the type to make assertions
that the series is resolved, more robust than url.IsResolved() conditional
checks.
Relaxed the charm.IsValidSeries pattern match to allow for numerics.
