* New upstream release:
- Support valac < 0.20 which doesn't have --api-version
- Don't look for a .pc file for the posix Vala package
- Make it clear in error messages when we haven't found Vala packages, not
pkg-config packages
- Remove unnecessary packages fields from the Bake recipes
- Add resources file as dependency of valac rules
