[TRIVIAL] Minor patch to juju-create for container DNS.

This patch is currently seen as a workaround till a deeper understanding of the in-continer DNS to DHCP relationship ordering is understood. Currently this allows the subset of people for whom containers cannot resolve to function.

Also containers will update their cache from apt-cache-ng after patched to use said cache.
