New 'setup.py build_mo' command: compile po-files to mo format

* build_mo available for plain setup.py run or via 'make mo'
* resulting mo file basename now equal to application name,
  specified in setup.py as 'name' (== 'bzr-config')
* all mo files (in locale/) now auto-generated, removed from bzr
  source control, and recreated before build any distribution
