Only show the restricted banner when viewing a restricted access.  This
is done to provide a visual confirmation that the Project, BuildResult,
or ProjectGroup being viewed is restricted by Django access groups and
is more in line with Story 266's original intent.
      
If we want to prevent against restricted information leaks, we'll need
a more comprehensive solution than what the restricted banner can
provide.
