checkbox-ng: hide job description/purpose if job is automatically skipped

When a job is skipped because of missing requirements/dependencies, its purpose
or description should not be displayed. This was the case in previous versions
of checkbox, but it might have been lost when transitioning to checkbox-cli.

This little fix restores the original behaviour.
