Modify meta.py to write 'type=framework' to snap.yaml.

This change is required such that the manual framwork-policy 
files will be properly installed to /var/lib/snappy/apparmor.
This allows the bluetoothctl app to specify 'bluez_client' 
using 'caps:', and thus allowing it to talk to bluetoothd
via DBus.
