split the eglstream-kms platform into display and rendering components. The buffer allocator for this platform is mere ShmBuffers (no platform-specific buffers here). We should eventually move the ShmBuffers to mirserver, and this platform would provide no buffer allocator. (it still probably would provide some sort of platform-specific stream? still to be seen how that shapes out).
