Update Utopic config

 * Drop trusty sources; ddebs.u.c. was fixed to contain complete indexes for
   every release.

 * Enable -proposed. apport-retrace was fixed to download the proper package
   version from the report, so this is safe to do now and avoids having to
   remember to add that after release.
