[stub] Some fixes for issues noticed during a production deploy.

- old versions of Cassandra can fail on some cloud environments when the
  local hostname cannot be resolved.

- The nagios check 'shortname' sanitizer was not strict enough, passing
  invalid values through if you did something particularly stupid like
  specify the space separated list of data directories as a comma
  separated list...

- DataStax have a new package signing key, so DSE deploys using default
  config are currently not working. Replace the old key with the new key.
