* launchpadbugs/buglistbase.py: py-lp-bugs falls back to an empty list when
  facing a connection error while parsing buglist to not loose already
  parsed data. But this empty list does not have all neccessary attributes.
  This patch fixes this issue by stopping parsing on every connection error.
