Improvements over 1.x installers:

* Better end result if follow defaults:

  * Explorer installed with shortcuts for launching it
  * documentation provided in Windows Help format (CHM)

* More plugins bundled including:
  * bzr-xmloutput
  * bzr-upload

* Existing plugins updated including:
  * QBzr 0.14.2
  * bzr-svn 1.0.0

* Nicer installation experience:
  * the list of plugins to install is now configurable
  * Bazaar images in installer instead of default ones

Note that TortoiseBzr is included but is off by default.
