Merge 2.3.0~beta2-1~bazaar1~maverick5, including:
* Enable the test suite during package build.
* Add Build-Depends on python-testtools.
* Disable installation of apport hook and crashdb configuration - causes a
  test failure under fakeroot (and does not actually install into the final
  package anyway).
* Run tests on the built bzr, including the compiled extensions.
* Make PYTHONPATH and bzr executable path used to run tests absolute.
* Fix the skip criteria for bzrlib.tests.test_setup so that it does not run
  when we are trying to test the built bzr on the buildd.
* New upstream release.
