Merge python-lzma, python-meliae, cython builddep removals for compat.

and the separate python-configobj package is not used.

* For lucid and earlier, remove --list-missing --fail-missing from

dh_install, debhelper is not new enough.

* For karmic and earlier, remove the for-testsuite-only builddeps

python-lzma and python-meliae.

* For jaunty and earlier, revert to source format 1.0 and opt to drop the

removal of bzr's internal copy of elementtree, because that's simpler than

adding quilt support to the buildsystem.

Also, remove cython builddep falling back to python-pyrex.

* For hardy, a preinst script is added to work around hardy's python-central

failing to clean up after packages migrating away from python-central.

Also use python-backport-helper explicitly, as is necessary for hardy.
