Added README.rst to show how to use wanna-build. 
Its specific to openstack right now, so will need revision.

bin/ is intended for executables and scripts that are usefully
deployed but are not juju hooks. This simplifies the hook/ directory
and (hopefully) eliminates confusion about what is/isn't a hook.

client-bin/deploy.sh is a bash script to fire off the sequence of juju
commands to deploy the wanna-build/sbuild/postgresql charms, set the
correct parameters and add the right relations. Needs additional work.
