support apache 2.4 config filenames also:
- /etc/apache2/conf-{available,enabled}/foo.conf via a2enconf, a2disconf
(former /etc/apache2/conf.d/foo)
- modify unittesting to test both 2.2 and 2.4
- fix other indenting, to pass "make build" unittests
