[r=verterok] Don't show bubbles when the screen is locked.


To test:

* Install this branch's ubuntu-push-client on a device or emulator
* Use hello app in that device and in another one
* Message from one to the other with popups and noise enabled.

When the screen is locked:

* Should make noise, and not show popup

When the screen is not locked and the app is not in the foreground:

* Should make noise and show popup
