Update baremetal7 spec bundle re: duplicate ntp subordinate

Remove ceph-osd:ntp relation as this results in two ntp subordinates
on a single physical unit, causing hook error on a duplicate open-port
attempt.  And, we don't need ntp twice on one machine.
