[r=Francis Ginther] ignore ssh known-hosts for integration tests
  
The IPs of the systems we deploy to change frequently. Update the
ssh logic that verifies if rabbit is running to ignore known-hosts.
  
Also - made a small fix to ensure we pick up ci-utils which is now
a requirement for ./tests/run.py
