Add getters and setters of the bind address in config files, and
make the config file settable as parameter, in case some brave soul
wants to write tests.

Finally, if the couchdb bind address is in loopback addressing, then
replication manager issues a warning about replication not working fully.

Make replication manager log to STDERR for Warnings and more critical.
