Window: call stateChangeNotify when compiz state changed but before changing the WM state

This call might cause decorators to update the window extents, and thus to resize the
window, and, doing this after changing the _NET_WM_STATE could cause a window to be 
resized again to cover the maximized area. Fixes: #1521302
