Add URLs for real changelogs to our dummy debian/changelog.

Somebody going to the trouble of reading debian/changelog may be
disappointed that there's no info there, so these URLs should provide
the desired info. One is for upstream trunk changes, and one is for
the changelog to this packaging branch itself.
