* move dlm_tool binary to cman package.
* drop all Build-Conflicts that are not required anylonger as the library
  API/ABI is now stable.
  (tho building in a clean chroot always worked just fine....)
* drop obsoleted cman Conflicts:. Those packages haven't been around long
  enough.
