When we call a f.somethingpriority func, it may wind up setting an
EWMH flag for the stacking. If we don't already have stashed up
AFLAGS, we might not set them again before restart, which means we'd
misinterpret that ABOVE/BELOW that we set as an order to us. So make
sure the flags are set.
