Add reporting events

This adds a reporting event framework (copied with slight modification
from work we are doing on cloud-init), and uses it throughout curtin.

Configuration is done through the 'reporting' item in config.
The legacy 'reporter' config entry is still supported. If both are
present, then both will be used.
