curtin/net refactor networking and add testing

Introduce a new command, apply_net which takes curtin network
config and applies it the target.  net_meta now is used to
extract network information from the host or included config.
apply_net parses the information and generates the required
configuration.  Adjust network config to match the same versioned
dictionary structure as storage.
