Extend phablet-tools to be a generic Android ROM flasher

Two high-level changes were required for this support:

1) support for an alternate default settings file, where project-specific variables can be configured

2) a slightly more flexible approach to the bootstrap path, which was repurposed for generic Android ROM flashing. It now permits optional components for flashing, or re-stated: some projects may not want to specify $ubuntu_image so remove assumptions in the code that assume that variable (or others) to be defined.

The other changes are minor and support the two major goals above.
