bug fixes for scons version 0.97.0d20070918 and cygwin:

 - 'source' may not be "None" but [].

 - disabled -Werror: other libs may have warnings that cannot be fixed
   by us. This would keep openWNS from building although the problem
   is not located within openWNS.

 - disabled -Wstrict-null-sentinel: not known by gcc 3.4.4

 - swapped install-pyconfig and pyconfig: pyconfig is the alias for
   install-pyconfig. This is needed under cygwin (otherwise scons is
   confused by the PyConfig dir in some projects).
