Added activeAssociation context provider for UEs
New context provider for UEs added that should solve the problem of only probing "center cell" UEs.
default probe configuration was changed such that
1. By passing a list of eNBIds you can control which cells contribute to the result
2. Only UEs will contribute to result which are connected to one of these eNBs
There is no need to limit the set of UEs based on their position, which can cause problems
when evaluating the CSE and CEUSE.
