Merge cluster-relation [f=1417509] [r=tealeg,bjornt] [a=Free Ekanayaka]
In this branch:
- Add a LandscapeLeaderContext class in charge of tracking leader-specific state information (for now just the database password to use for the 'landscape' PostgreSQL user).
- Add a LandscapeProvider class in charge of broadcasting leader state info to peer units
- Add a LandscapeRequirer class used to gather leader state info (either locally if were the leader or via the cluster peer relation)
- Modify the service.conf template to include the shared database password.
In this branch:
