Merge postgres-relation-context [f=1415810] [r=danilo,ack] [a=Free Ekanayaka]
This branch:

- Adds a PostgreSQLRequirer class in charge of managing relation data with the postgresql service we related to

- Adds a ServicesHook in charge of configuring and invoking charmhelper's services framework and configure the unit when everything is ready.

- Adds a minimal service.conf template which will be rendered with postgresql connection details when the PostgreSQLRelation is ready.
